Remediation Programme Manager

JOB SUMMARY:

The Programme Manager will inform the workings and manage the initiatives being implemented in 106 schools (80 primary and 26 secondary schools) in accordance with the Ministry’s Remediation Programme 2023 – 2026.

Specifically, the Programme Manager will manage / have oversight on the following activities:

KEY DUTIES AND RESPONSIBILITIES: –

Leadership and Management

  • monitoring the Remediation Programme and its progress, identifying issues and initiating appropriate corrective actions;
  • co-ordinating the programme’s individual projects with the newly acquired HR Resources and ensuring that the environment and elements are in place to enable effective change and realisation of projected benefits;
  • defining the programme’s governance structure;
  • ensuring effective quality assurance and the overall integrity of the programme – by focusing inwardly on the internal consistency of the programme, and outwardly on its coherence with infrastructure planning, interfaces with other programmes and corporate, technical and specialist standards;
  • monitoring expenditure and costs against both budgetary projections and delivered and realised benefits to ensure the viability of the various initiatives as the programme progresses;
  • initiating extra activities and other management interventions wherever gaps in the programme are identified or issues arise; and
  • reporting on the progress of the programme at monthly intervals to the CEO / or the Executive.
  • providing strategic leadership to ensure that the core Remedial initiatives are being implemented in accordance with the Ministry of Education’s objectives and directives:
  • implementing issue and risk management processes to continuously capture, report and monitor and resolve issues, risks and assumptions
  • developing of a proactive marketing and communications strategy to keep stakeholders apprised of the Remedial Programme’s objectives and achievements
  • acting as a customer champion for the Remediation Programme by consistent monitoring of the quality and progress of the various remediation initiatives and recommending of avenues for improvement on behalf of the Client.

Collaboration and Advice

  • harmonise the efforts of Consultants and Ministry Officers in their Planning and Implementation of all Remediation activities
  • convene and manage meetings with all Consultants and Stakeholders to ensure the Remediation processes and required outputs are maintained and achieved.
  • provide inputs on the contents of Terms of Reference for Consultants if required
  • consult with senior staff within the Ministry to seek information on procedural and cultural norms
  • advise the Chief Education Officer on the overall programme and work closely with him in his capacity as the Ministry’s Lead of the Remediation Programme.

Reporting and Liaison

  • provide monthly status updates to the CEO and designated Ministry Officers
  • ensure that all project team members understand the project approach, methodologies to be used and standards to be followed and therefore to be reflected in their reporting
  • ensure the timely submission of reports to the CEO on the progress of the Programme, in accordance with contractual requirements
  • assist in the development of an institutional bank of information for Project Implementation, future reference and programme sustainability
  • conduct liaisons and exchanges with complementary and supporting Divisions / Units within the Ministry, including Educational Research and Evaluation, Educational Planning, Curriculum Planning, Student Support Services, ICT, Procurement Unit, and Education Facilities Planning and Procurement.

KEY KNOWLEDGE:

  • Knowledge of the local education sector
  • Knowledge of project management and change management
  • Knowledge of relevant business processes and financial rules and processes
  • Clear understanding of the underlying rationale for this Ministry of Education Remediation Initiative.
  • Understanding of the formal/informal MOE local organizational and cultural environment in order to decide on the best approach to project success

  • Good computer skills, proficient with MS Office applications

QUALIFICATIONS AND EXPERIENCE:

  • A Master’s Degree in Educational Planning / Educational Research or Education Administration.
  • At least five (5) years’ experience in similar level Project Management /Coordination
  • Considerable 3 – 5 years – experience in the development / preparation / delivery of educational projects
  • Demonstrable practical knowledge of Educational Remediation techniques and processes
  • Demonstrable knowledge of the Primary and Secondary Schools Curricula of the Ministry of Education

  • Any suitable equivalent combination of qualifications and experience.
