Manager, Teacher Education, Performance and Professional Development

JOB SUMMARY: –

The Manager, Teacher Education, Performance and Professional Development will be responsible for the administration and management of the Teacher Education, Performance and Professional Development Unit and would be required to provide oversight in the development of strategies and programmes and the formulation of policies to continuously improve Teacher Education, Performance and Professional Development. The incumbent will also be required to control and supervise the work of the staff of the Teacher Education, Performance and Professional Development Unit, ensures the monitoring, implementation and evaluation the unit’s programmes and projects.

REPORTING RELATIONSHIPS:

  • Reports to the Chief Education Officer

KEY DUTIES AND RESPONSIBILITIES

  • Provides direction and support for the Teacher Education, Performance and Professional Development Unit in teacher preparation and development to enhance the implementation of the existing curricula.
  • Supports the design, development, and coordination of projects related to teacher professional development
  • Coordinates production of reports for the Ministry of Education.
  • Analyzes and interprets data for predicting resource needs and long range continuous planning outcomes.
  • Represents the Unit and serves on various committees.
  • Works in a collaborative and collegial way with personnel within the Ministry of Education
  • Supports effective professional development in a variety of skill areas for all teachers
  • Collaborates recruiting, leading and empowering staff
  • Communicates the mission, benefits and challenges of the unit to a broad array of stakeholders
  • Provide teacher support to ensure that the school curriculum is implemented in accordance with the vision and mission of the Ministry of Education.
  • Supplies information on matters related to teaching and teacher development.
  • Monitors and provides leadership in the coordination and development of teachers and administrators
  • Coordinates the development and implementation of teacher-related initiatives of the Ministry of Education.
  • Coordinates the development and implementation of professional development programmes for Curriculum Officers, Schools Supervisors, Guidance Officers, Teacher Trainers, and Teachers.
  • Oversees the development and organization of workshops for Curriculum Officers, Schools Supervisors, Principals and Teachers
  • Provides guidance and support to Curriculum Officers, Schools Supervisors, Principals and Teachers.
  • Provides orientation training for new and incoming teachers.
  • Supports the monitoring and evaluation of initiatives of the Ministry of Education relating to teachers by providing technical support and feedback.
  • Provides technical guidance as needed to inform personnel of staff development requirements, programmes and opportunities.
  • Identifies staff development components for professional development
  • Accesses and develops resources that can be used for the training of Curriculum Officers, Schools Supervisors, and Teacher Trainers.
  • Completes monthly and annual reports on approved support programmes. Prepares the Unit’s budget and approves and controls expenditure
  • Represents the Ministry/Unit at consultations and other fora.
  • Performs other related duties as assigned and required to perform the above services.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Sound knowledge of current and latest development and policies in teacher development and management.
  • Knowledge of the financial procedures and requirements of the Ministry of Education
  • Proven ability to conceptualize, develop, plan and manage programmes, as well as to impart knowledge and teach skills.
  • Knowledge of education technologies and their applications, including internet navigation
  • Sound analytical, negotiating, communication and advocacy skills.
  • Effective time management skills and the ability to meet short deadlines.
  • Ability to develop and maintain effective working relationships and manage diversity in a team environment.
  • Ability in organizing resources and establishing priorities in order to meet targets.
  •  Knowledge of the management of online training programmes.

MINIMUM QUALIFICATIONS AND EXPERIENCE:

  • Education and Training in the field of Education at the post graduate level.
  • Strong research skills and interests that focus on studying and improving teacher development at all levels from initial certification to in-service professional development.
  • Five (5) to Eight (8) years’ experience in the field of Teacher Education.
  • Three (3) years working experience at the supervisory level in the education system.  
  • Any equivalent combination of experience and training.
