District Inspector of Schools

JOB SUMMARY:

The incumbent is required to ensure independent external evaluation of schools to ensure adherence to school quality standards.

KEY DUTIES AND RESPONSIBILITIES:-

  • Undertakes inspection visits at secondary, primary schools and ECCE Centres within the Education districts
  • Assists in the development of the measurement instructions and research methods for conduction quality audits of the School System
  • Collects and prepares first hand evidence on areas of operations of institutions based on practices observed, relevant documents perused and interviews with school personnel
  • Measures observed performance against established standards, specifications and operating procedures
  • Prepares inspection reports, with recommendations which are submitted to the Chief Education Officer
  • Assists in the development of strategies to ensure quality in schools
  • Provides relevant feedback to institutions
  • Assists in promoting quality achievement and performance improvement in the schools
  • Advises the Chief Education Officer on school operations, provides input to policy decisions, guidelines and procedures relating to school operations and inspection
  • Provides input on policies and regulations to support inspection and/or enforcement
  • Investigates and reports on the provision of quality educational services (curriculum implementation and delivery, health, safety, security, student support, transport, dietary services, school infrastructure) in the school system and on specific issues that have arisen in a school/s, as required
  • Collaborates with senior departmental heads of the Ministry in the conduct of inspections and or investigations
  • Liaises with stakeholders as may be necessary.

 KNOWLEDGE, SKILLS AND ABILITIES:

  • Sound knowledge of education/school system and of relevant legislations and regulations.
  • Sound knowledge of standards and principles of conducting inspections.
  • Sound knowledge and understanding of Total Quality management (TQM)
  • Ability to design, analyze and recommend research methodologies and frameworks
  • Ability to communicate effectively, both oral and written·
  • Ability to influence, negotiate and manage conflict
  • Ability to work as part of a team
  • Proficient in the use of computer applications
  • Strong interpersonal skills
  • Ability to exercise sound judgment and objectivity

 MINIMUM EXPERIENCE AND TRAINING:

  • Diploma in Education. OR Professional Teacher Certificate e.g. Training College Certification.
  • Project Management Certification OR Experience.
  • Considerable experience in education administration.
  • Knowledge or Research Methodologies NOT Software Methodologies.
  • Five (5) years’ experience in education administration
  • Training and /or qualifications in quality auditing/management
  • Any related combination of knowledge and experience
