Programme Coordinator

JOB SUMMARY:

The Programme Coordinator, Textbook Management Unit is required to facilitate the administration, coordination, and management of the Textbook Loan Programme (TLP) in all schools in Trinidad and Tobago. The incumbent is responsible for the coordination and management of all activities of the Textbook Management Unit. The incumbent may be required to perform some or the full range of the duties of this position.

KEY DUTIES AND RESPONSIBILITIES: –

  • Leads the Procurement of Textbooks and Learning Materials:
    • Prepares Draft Estimates and annual projected expenditure reports for the Ministry’s Executive
    • Obtains Executive approval to commence procurement activities.
    • Prepares draft Cabinet Note for the Procurement of Textbooks and Learning Materials by February each year and placement of orders by April 30th
    • Prepares and implements annual procurement plan.
    • Supervises the preparation of the Publisher and Distribution Manifests.
    • Ensures schools are provided with their requested textbooks (quantities and titles).
  • Ensures accurate and updated Textbook Loan Programme data is captured for reporting purposes; e.g. records of what was ordered and delivered to each school.
  • Oversees the internal inventory operations of the TMU
    • Ensures internal stock is utilized to reduce procurement costs and address shortfalls at the schools.
  • Leads in the designof the programme provides recommendations for improving the Textbook Loan Programme: e.g. policy changes
    • Undertakes research on emerging trends, Best Practices and international case studies.
  • Prepares proposals on projects and interventions to streamline the TLP based on data collected from stakeholders, research and the other Ministry projects.
  • Implements the interventions and policy decisions of the Ministry’s Executive.
  • Develops and implements the strategic and operational plans that guide TMU operations:
    • Obtains approval for work plans.
    • Prepares status reports and updates on TMU work plan.
    • Monitors the implementation of the work plan and devise strategies to address challenges, etc. and improve operations.
  • Performs other related duties as assigned.

QUALIFICATIONS AND EXPERIENCE:

  • A Master’s Degree in Management or Administration or any other discipline e.g. Project Management) or equivalent combination of education and training.
  • A minimum of seven (7) years’ experience in management.
  • Strong communications skills.
  • Knowledge of Project Management will be an asset.
  • Must be computer literate.
